OBSERVATION: Multiple official reviews (Commission, Joint Inquiry, DOJ OIG) document that CIA had identification and visa information on Khalid al-Mihdhar in January 2000 following the Kuala Lumpur meeting, and that this was not effectively passed to FBI/watchlisting until late August 2001. This is among the best-documented facts in the corpus. It is about U.S. government process, not about Saudi facilitation.
