Interpretation

OBSERVATION (NSAEBB 381 document list). A CIA email dated 21 August 2001, titled 'Re: Khalid Al-Mihdhar', is cited by the Commission as 'Mary to John' (Ch. 8 n.106). That date is the same window as the FBI watchlist action already stored as EVD-015 / EVT-014. The email body is not reproduced on the NSAEBB 381 HTML page (PDF payload not extracted).
