CIA 9/11 File posting — 100+ FOIA documents, 19 June 2012

Observation

In 2012 the National Security Archive posted 100+ CIA documents cited in Commission footnotes, and stated that this was about one-quarter of the CIA material the Commission cited, with KSM interrogation reports still withheld.

Interpretation

A substantial but incomplete CIA paper trail. Absence of the remaining three-quarters is a gap, not a finding that those pages are empty.

OBSERVATION (NSAEBB 381, edited by Barbara Elias-Sanborn, 19 June 2012). Collection includes CIA emails, raw cables, analytical summaries, high-level briefing materials. Topics named by the editors: al-Qaeda planning; origins of the Predator programme; al-Qaeda–Pakistan relationship; CIA warning attempts; budget constraints on the UBL hunt.

GAP recorded by the editors themselves: ~three-quarters of Commission-cited CIA materials still classified; all KSM interrogation reports withheld.
