Observation

Scott's 2012 chapter restates a documented CIA-to-FBI withholding pattern around Mihdhar and Hazmi (Malaysia 2000, visa, watchlisting) attributed to a small Alec Station group, and adds a Saudi-GID liaison hypothesis plus an 'allowed to proceed' inference.

Interpretation

Withholding is a process fact already on H008/H009. That the purpose was to let the attacks happen is Fenton/Scott's reading, not a document that says so. Graph proximity of Wilshire/Blee is not a criminal finding.
