An official FBI analytical document asserts Bayoumi was a paid GIP cooptee through Bandar, 1998–2001.
Interpretation
If true, Bayoumi was a Saudi intelligence asset while he assisted the hijackers. That still leaves open whether the assistance was tasked, and whether anyone knew they were al-Qaeda hijackers-in-waiting.

OBSERVATION: A 14 June 2017 FBI report, declassified under EO 14040 in 2022, states that from 1998 until the 9/11 attacks Bayoumi was paid a monthly stipend as a cooptee of the Saudi GIP via Ambassador Bandar. This is an FBI analytical assertion about a clandestine relationship. The underlying collection (intercepts, human sources, financials) is not fully in this corpus. Authenticity of the FBI document is high; truth of the cooptee claim is the thing being tested.
