OBSERVATION: The 567-page Commission Report is a plot, response, and intelligence-failure narrative. It is not a structural-engineering investigation of WTC 7. That work was assigned to NIST, which reported in 2008 — four years after the Commission.

Alternative investigators treat the omission as suspicious. Officials treat it as division of labour.

Either way, 'the 9/11 enquiry' is several bodies, not one book.
