Observation
The 9/11 Commission did not produce a collapse-mechanism finding for WTC 7.
Interpretation
Scope gap, not by itself a demolition proof. Relevant to how 'official story' is often collapsed into a single document.
Source text
OBSERVATION: The 567-page Commission Report is a plot, response, and intelligence-failure narrative. It is not a structural-engineering investigation of WTC 7. That work was assigned to NIST, which reported in 2008 — four years after the Commission. Alternative investigators treat the omission as suspicious. Officials treat it as division of labour. Either way, 'the 9/11 enquiry' is several bodies, not one book.
Hypothesis linkage
Commission silence on WTC7 mechanism is a scope gap, not a NIST finding.
The political enquiry did not examine the building that alternative investigators consider most diagnostic.
