INTERPRETATION (Commission Ch. 5 / notes): After SEC, FBI, and foreign-regulator work, the official finding is negative on plot-participant insider trading. This sits next to Poteshman 2006 (EVD-132), which finds statistically unusual put volume without identifying al-Qaeda traders. Both can be true: unusual activity ≠ identified terrorist profits.
