That assistance occurred is well supported. Whether it was hospitality, tasked intelligence support, or knowing terrorist facilitation is the H007 question — this item does not answer mens rea.

OBSERVATION (Commission, Ch. 7): On 4 February 2000 Hazmi and Mihdhar went to the Islamic Center of San Diego to find Bayoumi. He located an apartment, helped complete the lease, co-signed, helped open a bank account with a $9,900 cash deposit, and provided a certified check from his account that they reimbursed immediately. The Commission also records a gathering at the apartment introducing them to local Muslims.
Hypothesis linkage
Documented assistance is necessary for facilitation; not sufficient for 'knowingly.'
Immediate reimbursement of the check is consistent with hospitality, not a covert payroll.
