OBSERVATION (Commission, Ch. 7): On 4 February 2000 Hazmi and Mihdhar went to the Islamic Center of San Diego to find Bayoumi. He located an apartment, helped complete the lease, co-signed, helped open a bank account with a $9,900 cash deposit, and provided a certified check from his account that they reimbursed immediately.

The Commission also records a gathering at the apartment introducing them to local Muslims.
