Observation

In August 2006 NTSB released to the National Security Archive the four-flight ATC transcripts, three path studies, and the UA93 DFDR specialist report, after refusing to open its own public docket.

Interpretation

Independent FOIA confirmation that NTSB produced path/ATC primaries the Commission used. AA77 path study is a principal contradict of H014. UA93 DFDR is a principal contradict of H013. This row does not replace those studies' numbers.

OBSERVATION (NSAEBB 196, 11 August 2006, Barbara Elias). NTSB website had referenced the documents but would not post them, stating the attacks were under FBI jurisdiction and NTSB would not open a public docket. Archive received the files from NTSB.
