Observation
In August 2006 NTSB released to the National Security Archive the four-flight ATC transcripts, three path studies, and the UA93 DFDR specialist report, after refusing to open its own public docket.
Interpretation
Independent FOIA confirmation that NTSB produced path/ATC primaries the Commission used. AA77 path study is a principal contradict of H014. UA93 DFDR is a principal contradict of H013. This row does not replace those studies' numbers.

OBSERVATION (NSAEBB 196, 11 August 2006, Barbara Elias). NTSB website had referenced the documents but would not post them, stating the attacks were under FBI jurisdiction and NTSB would not open a public docket. Archive received the files from NTSB. Document list: 1. Flight Path Study — AA11, 19 Feb 2002 (Commission ch.1 nn.23, 33) 2. Flight Path Study — AA77, 19 Feb 2002 (ch.1 n.53) — graphic of final manoeuvre over Alexandria before Pentagon impact 3. Flight Path Study — UA175, 19 Feb 2002 (ch.1 n.41) 4. Specialist's Factual Report of Investigation — UA93 DFDR, 15 Feb 2002 (ch.1 nn.70, 71). Recorder functioned normally; only surviving recorder of the four. 5–8. ATC recordings, 21 Dec 2001: AA11, AA77, UA175, UA93. PDF bodies not OCR'd in this ingest. The existence of the FOIA release, the NTSB docket refusal, and the document titles are the observation.
