Observation
A public petition of architects and engineers calls the official collapse explanations incomplete and asks for a new investigation.
Interpretation
Evidence of professional dissent, not of a specific mechanism.
Source text
OBSERVATION: A large list of credentialed signatories rejects the completeness of NIST's account. Popularity is not evidence. A signatory list is weaker than Hulsey's model or Harrit's chips, which are at least measurement claims. It is stronger than an anonymous forum as a sociological fact: dissent exists inside the building professions. NIST and most professional bodies have not adopted the petition.
Hypothesis linkage
Same petition is organised opposition to fire-only.
Professional dissent count — popularity is not a mechanism.
