OBSERVATION: A September 2000 PNAC report on defence transformation contains the Pearl Harbor sentence in a discussion of how slowly the U.S. military would otherwise modernise.

INTERPRETATION A (alternative): a wish-list for an attack that would enable policy.

INTERPRETATION B: a banal observation that shocks accelerate procurement, of a kind also written before other wars.

A sentence in a think tank paper is not operational planning. Several PNAC signatories later served in the Bush administration — association, not a command network. Graph proximity is not criminality.
