INTERPRETATION from a detainee: If KSM's statement is true, the pair were trained to look like they needed community help, which would make a local helper appear whether or not that helper was a Saudi officer.

Detainee statements have well-known reliability problems (coercion, incentives, hearsay). The Commission both used and caveated them. This item supports H010 (hospitality / opportunistic help) as a live competing hypothesis.
