Interpretation

Supports H009 (information not available to / not confirmed for the Commission) and revises the weight of EVD-005. Does not by itself prove knowing facilitation of the attacks.

The same 2017 FBI report states that allegations of Bayoumi's Saudi intelligence involvement were not confirmed when the Commission wrote, and that the FBI's later information 'confirms these allegations.'

This is the cleanest official contradiction in Phase 1: 2004 public conclusion vs 2017 internal FBI conclusion.
