The 2004 Commission published a negative finding on Bayoumi's knowing extremist involvement.
Interpretation
Treat as a dated official conclusion. Later FBI products explicitly say the intelligence-officer allegation was 'not confirmed at the time of the 9/11 Commission Report' and claim it is now confirmed. See EVD-010.

INTERPRETATION (not a raw observation): The Commission described Bayoumi as obliging and gregarious and found him 'an unlikely candidate for clandestine involvement with Islamist extremists.' It reported no credible evidence that he believed in violent extremism or knowingly aided extremist groups. This is an institutional conclusion as of 2004, reached without (according to later FBI products and Commission members) the full FBI file.
