OBSERVATION (NSAEBB 381 quotation of CIA analytic report draft 2004-03-19, 'DCI Report: The Rise of UBL and Al-Qa'ida and the Intelligence Community Response'). Also: different organisational culture and goals of FBI and CIA 'sometimes get in the way of desired results' (p. 22). Afghan trial leaders judged unlikely to successfully attack a heavily guarded bin Laden; Massoud even if engaged had '< five percent' chance against the Taliban (p. 58). Many pages marked DIF — Denied in Full. This is a 2004 CIA self-history, not a 2001 cable.
