Interpretation
A retrieval failure is not evidence that the Vault is empty.

OBSERVATION: On 3 September 2026 automated retrieval of https://vault.fbi.gov/counterterrorism and https://vault.fbi.gov/9-11-attacks-investigation-and-related-materials returned HTTP 403. No Vault folder list, part counts, or PDFs were captured. Related holdings already in this lab: SRC-FBI-EO14040 (EO 14040 releases), Phoenix memo, Urban Moving Systems notes. Those are not a substitute for the Vault library the SHSU guide named. GAP. Binaries were not invented.
