OBSERVATION: On 3 September 2026 automated retrieval of https://vault.fbi.gov/counterterrorism and https://vault.fbi.gov/9-11-attacks-investigation-and-related-materials returned HTTP 403. No Vault folder list, part counts, or PDFs were captured.
