A 5 April 2000 CIA note says the bin Laden unit would move from offensive to defensive posture because a counterterrorism supplemental was still stuck at NSC-OMB.
Interpretation

OBSERVATION (NSAEBB 381, CIA 2000-04-05). Counterterrorism supplemental still at NSC-OMB; early recess expected because of conventions/campaigning. CTC/UBL unit 'will move from offensive to defensive posture' due to budgetary constraints. A budget-posture note is not a finding that the 11 September plot was allowed. It is a contemporaneous statement of resource posture.
Hypothesis linkage
Budget-driven defensive posture is a constraint, not a specific ignored warning.
