Observation

A near-daily street collection of ~1,000 NYC flyers exists for the year after 11 September, including 11 September hospital/command-centre notices and early CIA/FBI-trust and anti-war posters.

Interpretation

Public paper trail of response, grief, and early dissent. A 'Can we trust CIA and FBI' flyer is not a finding of H008.

The CIA/FBI-trust flyer is a contemporaneous political artefact, not evidence that CIA/FBI failed. Hospital lists are operational. Anti-war vigils are public mood.
