Observation
Commission senior counsel stated that NORAD's (and some FAA) accounts were not true.
Interpretation
High-value process evidence. False after-action stories occur for many reasons including institutional self-defence.
Source text
OBSERVATION: A principal Commission lawyer publicly described official air-defence stories as untrue relative to the tapes. This is unusual process language from inside the enquiry. It supports taking NORAD's first story as unreliable without automatically proving a stand-down.
Hypothesis linkage
Commission counsel: NORAD/FAA accounts were not true.
