OBSERVATION: Multiple NORAD/FAA exercises were scheduled or running on 11 September 2001, including Vigilant Guardian. Tape language distinguishes real-world from exercise. Some fighters were out of position for Northern Vigilance.

Official account: the exercises were coincidental and in some cases were shut down, and personnel adapted.

Alternative account: the overlay was used to delay recognition and response (H011).

Coincidence of hijack-themed exercises with actual hijacks is a fact that raises a question; it does not answer it.
