Observation
Able Danger officers testified they had identified Atta before 9/11 and were blocked from notifying the FBI. Commission staff found the claim unsupported.
Interpretation
If true, this is among the strongest H015/H008 items. If false, it is a post-hoc memory error. The lab does not pick a winner silently.

OBSERVATION: Multiple Able Danger participants later told Congress they had a chart with Atta's photograph before the attacks. Commission staff (Dr. Dietrich Snell and others) said they found no such identification and that a claimed meeting did not happen as described. The programme existed. The Atta-identification claim is an open contradiction (CTR-010), not a resolved fact.
Hypothesis linkage
If Able Danger identified Atta, agencies had still more pre-attack hold.
