OBSERVATION: Multiple Able Danger participants later told Congress they had a chart with Atta's photograph before the attacks. Commission staff (Dr. Dietrich Snell and others) said they found no such identification and that a claimed meeting did not happen as described.

The programme existed. The Atta-identification claim is an open contradiction (CTR-010), not a resolved fact.
