Observation
An FBI agent documented a bin Laden–flight-school hypothesis in July 2001 that was not actioned nationally before the attacks.
Interpretation
Strong support for H008-style failure. Not evidence that anyone permitted the plot.

OBSERVATION: The Phoenix EC of 10 July 2001 warned of a possible bin Laden effort to send students to U.S. flight schools. Headquarters did not implement a national canvas. Joint Inquiry and Commission treat this as a missed operational opportunity. It is among the cleanest pre-attack intelligence documents.
Hypothesis linkage
Phoenix memo is additional pre-attack actionable intelligence beyond Mihdhar watchlisting.
