OBSERVATION: The Phoenix EC of 10 July 2001 warned of a possible bin Laden effort to send students to U.S. flight schools. Headquarters did not implement a national canvas.

Joint Inquiry and Commission treat this as a missed operational opportunity. It is among the cleanest pre-attack intelligence documents.
