OBSERVATION: The Commission timeline and, more sharply, the NEADS tapes later published via Vanity Fair (EVD-135) show that NORAD's early public account of simultaneous awareness was false. NEADS was told of a still-airborne AA11 after that aircraft had already hit WTC 1.

John Farmer (EVD-136) later said some NORAD/FAA accounts were untrue.

Whether this is accident, fog of war, concurrent exercises (EVD-134), or something more is H011 — not settled by the delay itself.
