OBSERVATION: UA93 crashed at 10:03:11 near Shanksville. The cockpit voice recorder, phone calls, and debris field are the primary sources. The Commission: NORAD would have intercepted UA93 had passengers not brought it down — a claim later strained by the tape-documented notification delay (EVD-104). A shoot-down hypothesis (H013) remains open and is contradicted by CVR content as officially transcribed.
