The gap is real. Filling it with a preferred network is a hypothesis, not an observation.

The Commission explicitly flags a reconstruction failure for 15 January–4 February 2000. It offers tradecraft as one possible reason.

A gap is not evidence of a specific helper. Later FBI work tries to fill this gap with Thumairy-tasking (EVD-012). Until primary 302s are ingested, the gap remains a gap with a candidate filler.
