OBSERVATION: Bayoumi received money from a Saudi government employer while in California. INTERPRETATION A (Commission-era): ordinary expatriate employee. INTERPRETATION B (FBI 2017): stipend coexisted with GIP cooptee pay via Bandar. The Civil Aviation paycheck does not prove intelligence work; intelligence services commonly use official cover. Neither does it disprove it.
