OBSERVATION: A $5,000 wire from Dubai, attributed to Ali Abdul Aziz Ali, reached Hazmi via an Islamic Center of San Diego administrator's account in April 2000.

This shows the pair had al-Qaeda funding independent of Bayoumi, consistent with EVD-004.
