High relevance to H008 (intelligence that could have been collected). Not evidence of Saudi facilitation. Do not infer criminality from graph proximity — including informant proximity.

OBSERVATION: Abdussattar Shaikh, an FBI source, rented to Nawaf al-Hazmi and later Hani Hanjour. Official reviews found the FBI did not obtain the names from the informant before the attacks in a way that triggered investigation. This is proximity of a U.S. asset to hijackers, not evidence the asset or Bureau knew the plot.
