OBSERVATION: Abdussattar Shaikh, an FBI source, rented to Nawaf al-Hazmi and later Hani Hanjour. Official reviews found the FBI did not obtain the names from the informant before the attacks in a way that triggered investigation.

This is proximity of a U.S. asset to hijackers, not evidence the asset or Bureau knew the plot.
