Interpretation
'Significant people' is ambiguous: significant to a religious network, to Saudi intelligence, or to a plot. Tasking assistance is stronger evidence of facilitation than Bayoumi's co-signed lease alone.

A 16-page FBI report declassified September 2021 (EO 14040) is described as stating that Fahad al-Thumairy tasked an associate to assist the two men on arrival in Los Angeles and called them 'two very significant people' more than a year before 11 September 2001. This directly contradicts EVD-006 (Commission: no evidence of Thumairy assistance). The FBI's underlying 302s/source files are only partly public.
Hypothesis linkage
Tasking language plus 'very significant people' is the strongest official support for knowing facilitation short of plot knowledge.
