Observation
Commission reports Hazmi expressed suspicion that Bayoumi was a Saudi spy.
Interpretation
Could support 'Bayoumi was an intelligence officer' without supporting 'Bayoumi knowingly supported the 9/11 plot.' Intelligence officers also collect against jihadists.

OBSERVATION: After about a week at Parkwood, Hazmi and Mihdhar moved, citing cost and suspicion. The Commission records that Hazmi suspected Bayoumi was a Saudi spy and that Bayoumi had loaned a phone and been closely involved. If authentic, an al-Qaeda operative's suspicion of Saudi intelligence contact is relevant to H007 but is hearsay via Commission paraphrasing of later interviews.
Hypothesis linkage
Hazmi's 'Saudi spy' remark supports intel-officer hypothesis more than plot-knowledge.
