Observation

A lunch on 1 February 2000 involving Bayoumi, Hazmi, and Mihdhar is documented because Bayoumi reported it.

Interpretation

The Commission left chance-versus-design unresolved. Later FBI and litigation materials argue the meeting was tasked. That is a later interpretation, stored separately.

OBSERVATION: On 1 February 2000, Omar al-Bayoumi encountered Hazmi and Mihdhar at a halal restaurant on Venice Boulevard in Culver City, near the King Fahd Mosque. He recognized their Gulf Arabic and offered help settling in San Diego.

COMMISSION INTERPRETATION: 'We do not know whether the lunch encounter occurred by chance or design. We know about it because Bayoumi told law enforcement.'
